Poverty levels in Kenya reduce by 10% (Is it true or just a publicity stunt?)

On a good note though,the Kenyan government announced that poverty levels had reduced by 10%. Do you belive this?
I ask this question because the Kenyan Elections are on by the end of the year and the current government will be on the race. So this may be a publicty stunt or true, but who knows better?
Anyway if true, Kudos.
